INCIDENT REPORT #MP-2026-0716

CLASSIFICATION: Homicide (Serial) – 6 Confirmed Victims
DATE OF REPORT: July 17, 2026
PREPARED BY: Det. Sgt. E. Vaughn, Homicide Unit

┈┈┈┄┄╌╌╌╌┄┄┈┈┈┈┈┈┄┄┈┈

SYNOPSIS:

This report details six (6) confirmed homicides occurring between March 2026 and July 2026 across Montgomery, Prince George’s, and Anne Arundel Counties. All victims (4 male, 2 female, ages 24–41) were discovered in commercial-grade, 50-gallon plastic coolers or heavy-duty zip-seal bags, packed completely in crushed ice.

KEY FINDINGS:

· Exsanguination: All bodies are completely drained of blood. No external wounds, ligature marks, or blunt force trauma present. Preliminary ME reports indicate post-mortem bilateral femoral incisions (1.5 cm) consistent with controlled vascular drainage.
· Scene Purity: No blood evidence at any dump site. Coolers/seal bags are clean, with no fingerprints, DNA, or trace fibers.
· TOD vs. Discovery: Victims deceased 48–72 hours prior to discovery. Ice retards decomposition, preserving core body temperature for accurate TOD.
· Dump Sites: Remote but accessible locations (state park pull-offs, rest areas, industrial backlots) within 10 miles of I-95 corridor.

VICTIMOLOGY:

All victims have no known connections. Backgrounds: rideshare driver, warehouse supervisor, nurse, grad student, contractor, retail manager. No sexual assault, no robbery. No personal effects recovered.

CURRENT STATUS:

Multijurisdictional task force established. BAU profile suggests organized, methodical offender with medical/anatomical knowledge, likely operating a fixed clean-site facility. No communication or demands received.

NEXT STEPS:

· Expand regional cold-storage facility and medical supply purchase canvass.
· Coordinate with VA and DC metro agencies for similar unsolveds.
· Public press release pending for witness solicitation.

ATTENTION
”According to updated behavioral analysis, the suspected killer is highly likely a female aged 30–40 with a pronounced god complex — she believes in her own exceptionalism and her right to decide over life and death, viewing the murders as "experiments" or "procedures." She is a sociopath with complete absence of empathy, yet socially well-adapted, easily gains trust, and is likely married or in a long-term relationship where she is seen as caring and competent. She holds a medical or biological degree at least at Master's level, has access to clinics or laboratories, as well as industrial quantities of ice. She operates methodically and sterilely — every scene is flawlessly clean with no DNA evidence, like an operating room — and likely uses muscle relaxants or sedatives to subdue victims. She targets isolated individuals working night shifts who won't be missed immediately, and her motive is control and intellectual superiority, with ice and exsanguination being part of a "purification" ritual. She went unnoticed because women rarely appear in profiles of cold-blooded serial killers, and she didn't fit standard templates. The prognosis is unfavorable — she will not stop, intervals between kills will shorten, and she may change her modus operandi. The public should watch for women buying unusually large amounts of ice in summer without reason, showing excessive interest in online discussions of the murders, recently quit or on extended leave medical workers, and owners of vans with tinted windows or refrigeration units. The key to catching her is logistics — ice supplies, medical consumables, and nighttime movements along I-95. She is not a raving madwoman, but a calculating narcissist who derives pleasure from playing the role of "death in a white coat!„
